If you're buying thermoplastic elastomers (TPE) in bulk, the lowest per-pound price is usually the most expensive way to buy. Here's the thing: plastic compliance requirements are rarely one certificate. If you sell into electronics, automotive, medical packaging, or food-contact products, your supplier's paperwork becomes your paperwork. If they cannot prove what is in the material, you cannot prove it to your customer either.

The basics I require before a supplier gets added to our vendor list:

  • A lot-specific certificate of analysis showing actual measured values and the test method used.
  • A current safety data sheet, aligned with GHS requirements.
  • A clear statement on RoHS and REACH for any resin that could end up in electronic or electrical products.
  • For food-contact or medical uses, a specific food-contact declaration or regulatory letter, not a salesperson's word.
  • For flame-rated parts, a UL 94 classification certificate for the exact grade and thickness.

Take the EU as an example. REACH Regulation (EC) No 1907/2006 places duties on both manufacturers and downstream users for substances of very high concern. The RoHS Directive 2011/65/EU restricts hazardous substances in electrical and electronic equipment. As of April 2026, these remain in force, but I still verify the current text on the official EU portal before relying on memory. California's Proposition 65 adds another layer: it is not a ban; it's a warning requirement. If your product reaches California consumers and contains a listed chemical, you need a defensible answer. A competent resin supplier can tell you whether their material needs a warning. A low-bid supplier will usually say “it should be fine.” That phrase has caused more quarantines than any quality issue I know.

One more thing: a nylon manufacturer I evaluated for an engineering program taught me the same lesson from a different angle. The nylon price was fair and the technical data looked solid, but the COA did not include the test method for impact strength. Our lab could not verify whether the results came from dry-as-molded or conditioned samples. We quarantined 1,400 lb while we waited for a clarification. The delay cost $2,600 in expedited freight and pushed a customer deadline. Not ideal. The problem was not the polymer; it was the information attached to it.

How I evaluate a resin supplier now

My process is simple enough to use for any resin family—ABS, polycarbonate, PMMA, TPE, or TPU.

First, I ask for a lot-specific COA for the exact grade I'm considering. Not the brochure. A real COA from a recent production lot, with a date and lot number. If they send a generic document, I know the compliance pack is not ready.

Second, I ask two compliance questions: “Which regulations does this material meet?” and “Which ones does it not meet yet?” A direct answer to the second question tells me more than a binder of certificates. For example, some TPE grades are fine for EN 71 toys but not for food-contact uses. Those are different markets, and mixing them up is expensive.

Third, I ask what happens if a shipment does not match its paperwork. If the answer is “we'll deal with it,” I know what to expect. In my experience, a 10% price advantage disappears about 40% of the time once rework, freight, and lost line time are counted.

When you buy bulk TPU, you are not just paying for polymer. You are paying for the information attached to it. That is the part that gets left out of the cheapest quote.

When price should be the first filter

I will be honest about the boundary. If you're buying clear PMMA for a simple display and your local distributor can ship it tomorrow, don't build a procurement process around it. The cost of evaluating a supplier is also a cost. For commodity grades with short lead times and no regulatory exposure, price and delivery should lead.

But TPE and TPU used in seals, grips, automotive parts, medical devices, or food-contact components are different. Those are not commodity buys. They carry specifications, safety obligations, and customer audits. In those cases, choosing a resin supplier is a risk decision, not a price decision. The cheapest quote hides the compliance cost, the rework cost, and the conversation you will eventually have with your operations director.

If this sounds like overkill for your situation, you're probably right. I did not ask my office paper vendor for a REACH declaration. But resin suppliers are held to a higher standard because your customers will hold you to it. So the next time a low quote for thermoplastic elastomers lands in your inbox, ask for the COA from the actual lot. The answer will tell you the real price.
